Got this question in an email recently. Thought it would be good to post it here so that future brothers can find a quick answer.

Jeff, In the Diocese of Dallas the Presiding President of the Assembly makes a recommendation to the Bishop of the Diocese and the Bishop makes the appointment. I Think this is the correct procedure. DCs typically remain in office until resigning or dying.
